Bu ders, hükümet sistemleri (parlamenter, başkanlık, yarı-başkanlık) ile siyasal rejimleri (demokratik, otoriter, totaliter, hibrit) karşılaştırmalı bir perspektiften incelemeyi amaçlamaktadır. Öğrencilerin siyasal sistemlerin anayasal temellerini, kurumsal işleyişini ve rejim türlerine etkisini kavramaları hedeflenmektedir. Bu çerçevede hem klasik kuramcıların hem de çağdaş yaklaşımların ışığında rejim tipolojileri, seçim sistemleri ve yürütme-yasama ilişkileri tartışılacaktır. Ayrıca otoriterleşme, seçimsel otoriterlik ve rejim dönüşümü gibi güncel siyasal olgular Türkiye ve dünya örnekleriyle ele alınacaktır. Ders boyunca öğrencilerin analitik düşünme ve karşılaştırmalı analiz becerilerinin gelişmesi teşvik edilecektir.

This course aims to examine different forms of government (parliamentary, presidential, semi-presidential) and political regimes (democratic, authoritarian, totalitarian, hybrid) from a comparative perspective. It seeks to equip students with a solid understanding of the constitutional foundations, institutional dynamics, and regime implications of government systems. Classical theories and contemporary approaches will be discussed to explore regime typologies, electoral systems, and executive–legislative relations. Key issues such as authoritarianism, electoral authoritarianism, and regime transformation will be addressed through both Turkish and international examples. Throughout the course, students will be encouraged to develop their analytical thinking and comparative analysis skills.
